A lift can look routine until the load is suspended, space is restricted and several trades are working nearby. At that point, a missed ground check, unclear signal or unsuitable accessory can stop the job or create a serious risk. This lifting operation checklist helps site teams plan work properly before equipment arrives and keep control of the operation until the load is safely down.
It is a practical prompt, not a replacement for a competent lift plan, a risk assessment, manufacturer guidance or the duties placed on those involved under LOLER and other applicable legislation. The right level of planning depends on the lift. Offloading a standard pallet in an open, controlled area is different from lifting steel over an occupied building, working beside a highway or placing equipment within the radius of overhead lines.
Start with a lift plan, not the machine
The first question is not which crane or lorry loader is available. It is what must be lifted, where it needs to go and what could affect the route between those two points. A properly considered lift plan establishes the load weight, dimensions, centre of gravity, pick-up points, final position and sequence of work.
It should also identify the category and complexity of the lift. A routine lift may need a straightforward plan and clear supervision. A complex or higher-risk lift may require more detailed engineering input, tighter exclusion arrangements, additional checks and a formal method statement. The appointed person should determine the planning approach and make sure it is suitable for the actual site conditions, rather than an assumption made from drawings alone.
If the load weight is unknown, do not estimate. Check delivery documentation, manufacturer information or verified calculations. Allow for lifting beams, chains, slings, hooks and any other lifting accessories. The crane’s capacity must be assessed at the working radius and configuration, not simply against its maximum rated capacity.
Lifting operation checklist before the lift
Use the following checks as a site-level control before the operation begins. Record the findings within the lift plan, briefing record or other project documentation required by your management system.
- Confirm the load. Verify the total weight, dimensions, centre of gravity, lifting points and any requirements for spreader beams, edge protection or specialist attachments. Check that lifting points are suitable and have not been damaged in transit.
- Choose suitable lifting equipment. Select the crane, HIAB or other lifting solution based on capacity at radius, height, slew restrictions, access, outrigger spread and available set-up space. Ensure all lifting accessories have adequate working load limits for the arrangement being used.
- Check certification and examination status. Lifting equipment and accessories must have the required thorough examination documentation, be identifiable and be inspected before use. Remove any item from service if it is damaged, unmarked, altered or suspected to be defective.
- Assess the ground. Confirm that the crane standing area and outrigger locations can safely support imposed loads. Look beyond the visible surface for trenches, cellars, drains, underground services, voids, recently backfilled ground and uneven gradients. Use suitable mats or packing where specified by the plan.
- Survey the working area. Check for overhead power lines, structures, scaffolding, trees, public areas, live traffic routes and adjacent operations. Establish the required clearances and controls before the crane is set up.
- Set an exclusion zone. Prevent people from walking beneath a suspended load or entering the crane’s slew area. Use barriers, cones, banksmen or temporary closures appropriate to the site and the public interface.
- Confirm the team and roles. Identify the appointed person, crane supervisor, operator, slinger/signaller and any banksman. Everyone must understand who is in control of the lift and who can give signals to the operator.
- Brief the method. Hold a toolbox talk or lift briefing covering the planned sequence, communications, landing area, exclusion zone, emergency arrangements and stop-work authority. Include delivery drivers and other personnel who may affect the operation.
- Check weather and visibility. Wind can make a load unstable, particularly panelled, long or lightweight loads. Rain, ice, lightning, poor visibility and changing conditions can also alter the risk. Follow the equipment manufacturer’s limits and stop if conditions exceed them.
A checklist is only useful when the team responds to what it finds. If an outrigger position is over a suspected drain, the answer is not to continue with extra caution. Stop, reassess the set-up and obtain competent advice.
Set-up checks for HIAB and crane work
Many lifting problems begin before the hook is attached. The vehicle or crane must be positioned to achieve the planned radius without overreaching, excessive slewing or working close to a capacity limit. Where possible, reduce radius by repositioning rather than accepting a marginal lift.
The operator should complete pre-use checks in line with the equipment instructions. This includes the condition of the boom, hook, safety latch, hydraulics, controls, outriggers and any fitted safety systems. Outriggers must be deployed as required for the planned configuration, on suitably designed mats where necessary, and the machine must be level within the manufacturer’s stated tolerance.
Access needs the same attention. A modern lorry-mounted crane may be capable of the lift, but it still needs a safe route to site, sufficient room to set up and a place to unload without obstructing pedestrians or traffic. For constrained London and South East sites, delivery timing, road management and local restrictions often need to be resolved before the day of the lift.
Control the lift from hook-on to landing
Before lifting, the slinger/signaller should inspect the load and accessories one final time. Slings should sit correctly, be protected from sharp edges and avoid twists, knots or crushing. The hook must be centred above the load as far as practicable to prevent dragging or shock loading when tension is applied.
Take the weight gradually. A short trial lift allows the team to confirm balance, security of attachments and clearance from obstructions. If the load tilts unexpectedly, lower it and correct the issue. Do not try to balance a suspended load by hand, body weight or improvised adjustments.
During the lift, use agreed hand signals or radio communication. There should be one nominated signaller, except where a handover has been clearly agreed. The operator must stop immediately if a stop signal is given by anyone, if communication is lost or if the lift no longer matches the plan.
Keep people clear of the load path. Tag lines can help control rotation where the risk assessment permits, but they are not a reason for personnel to stand in a danger area. Never allow anyone beneath a suspended load, and avoid lifting over occupied work areas wherever reasonably practicable.
Landing needs as much planning as picking up. Ensure the landing zone is level, capable of carrying the load and clear of hands, feet and loose materials. Use suitable bearers or dunnage so slings can be removed without reaching under a load. Once the load is landed and stable, release tension carefully and remove accessories.
When the original plan changes
Live sites change quickly. Another contractor may place materials in the set-up area. A delivery may arrive late. Ground conditions can worsen after rain, or the actual load can differ from the booking information. These are not minor inconveniences if they alter capacity, access, stability or the load path.
Pause the operation whenever conditions differ from the lift plan. The crane supervisor and appointed person, where required, should review the change and decide whether the lift can proceed with amended controls. A last-minute request to lift a second item, extend the reach or work from a different position must never be treated as an informal add-on.

Keep records and learn from the job
After the lift, report any defect, near miss, unexpected ground movement or difficulty controlling the load. Small issues are useful information for the next operation, particularly on repeat deliveries or phased projects. Quarantine damaged accessories immediately and make sure inspection records are updated.
A good lifting operation does not depend on luck or a familiar crew. It depends on checking the real conditions, using the right equipment and giving competent people the authority to stop when something is wrong. Build those checks into the programme early, and the lift is far more likely to support the job rather than delay it.
